This is how I do it:

with a 3 copies of the same image open, you want to use the magic wand tool to select the part u want glittered on the first image, then you go up to the tool bar and select Adjust, then add noise ( a box will pop up asking for settings, select the numbers u want to use for more or less "noise", proceed to do this until 1st image is "glittered" the way u want it. Then go to the next copy and do the same, only u need to change the amount of "noise" (you need to change the noise for each image to sparkle, then once all completed, copy each individual image into a new animation; (what do u use to animate? I use animation shop 3, let me know if u need it.

I really dont know to much about photoshop, and I amnot sure if they are compatible, mabey there is some else around who uses photoshop that could offer some advice regarding the tubes. =) If at all possible, try out psp, I really like it the best, I did try photoshop, but it didnt thrill me, I have been using psp since 5.0
